Ji Yiqing spoke at length.
Though everyone listened in a haze, just hearing about those Great Qi policies—
The officials from the Ministry of Revenue and the Ministry of Personnel, in particular, immediately grasped their significance.
But what was the point of all this?
Just as someone was about to ask, Ji Yiqing continued.
